I wish I knew how to start a movement Jenny, but that is not my area of expertise. I imagine that going and talking with your friends and neighbors would be a good start. Going to county council meetings and speaking out about the radiation levels is also a good idea, but not sure it is very effective. I wish I could be of more help. Good luck sister!
Why does that man have to leave? Surely he can send the notice of liability to the energy company but also to his neighbours???? Once they are on notice that their meter is causing him harm and he is in fear, they have to take action.
